Requirements of Privacy Act of 1974

The provisions of the Privacy Act of 1974 were designed to protect the privacy and rights of the individual. As a general rule, consular officers may not reveal information regarding an individual American's location, welfare, intentions, or problems to anyone, including family members and Congressional representatives, without the express consent of that individual. For example, if an American citizen has not maintained contact with his family or friends while abroad, neither a consular officer nor officers in the Department of State may report back to the family or a Congressional office regarding the individual's welfare or whereabouts unless the individual gives written permission to do so.
